1.    What is the difference between an E-title and an Electronic Lien Title?

 

2.    How can I verify whether a title is an E-Title or an ELT?

 

3.    My customer is trading in a vehicle, but does not have the title.  I have verified there is no lien recorded on the vehicle and there is no E-Title; will I need to apply for a duplicate title and process the paperwork as usual.

 

4.    I have verified there is a lien, the lien holder has a paper title, and there is no electronic lien. Do I need the paper title to transfer ownership to a new buyer?

 

5.    If there is an electronic lien on the title, would the dealer need to wait for a paper title to be printed before ownership can be transferred to a new retail purchaser or to another dealer?

14.    Can a customer contact DMV by phone and request an E-Title be printed?

 

15.    A title has an electronic lien, but the owner brings in a lien satisfaction from the lien holder. Can a paper title be printed for the $7.00 fee at a Tax Collector’s Office? 

 

16.    When a vehicle is being traded in, must a customer present the DMV letter indicating that the lien has been satisfied and the title is being held as an E-Title? 

 

17.    A vehicle has been traded to a dealership, and the dealer has paid off the electronic lien. Will DMV mail the lien satisfaction letter to the customer who traded the vehicle?

 

18.    When you go to the website, if you select “Business Services”, it will take you to another screen where you can request the title to be printed if the vehicle is registered in the business name.   We were having problems with this last week, but it was fixed late Friday.

1.    An E-Title is a title record that is being held in an Electronic status.

 

An Electronic Lien Title (ELT) is a title record that is being held in an Electronic status with a lien on the vehicle. The only difference between an E-Title and an Electronic Lien Title (ELT) is that there is a lien on the ELT.  In both cases, a paper title has NOT been printed.

 

For example, Jane Doe purchases a vehicle from a dealer and when the title application is processed, an electronic lien holder is chosen.  The title is then held as an Electronic Lien Title.  Jane then pays the vehicle off and the electronic lien holder releases the lien.  The title status is then converted to an E-Title and remains so until Jane Doe requests a paper title to be issued in her name.

 2.    You may use one of the following options:

  • Use the Automated Motor Vehicle Lookup System (MVLS)

  • Visit the Highway Safety & Motor Vehicle's web site and complete a  Motor Vehicle Check.

3.    Yes. Your customer will need to complete a Duplicate Title Application (HSMV82101) and the paperwork will be processed as usual.

4.    Yes.  The lien holder will need to mail you the paper title.

5.    No. The payoff will be submitted as usual. Then:

a)  Have the seller (your customer) complete an HSMV 82994 (Rev 04/07) to reassign the vehicle to the dealership.

 

b) The dealership will complete an HSMV 82994 (Rev 01/03) to reassign the vehicle to another Florida dealer or to a retail purchaser.

 

c)  The Florida dealer would then continue the chain of ownership by completing subsequent HSMV82994's (Rev 01/03).

 

d) The application for title in the retail purchaser's name will then be submitted after the electronic lien has been satisfied by the electronic lien holder and posted by DMV. You will verify this by a follow-up inquiry using one of the methods listed in #2 above.

 

In this scenario, no paper title is required for this transaction; only the HSMV 82994 (Rev 04/07) from the seller to your dealership, and HSMV 82994 (Rev. 01/03) from your dealership to the retail customer along with the other required paper documents such as the HSMV 82040, a copy of the Florida proof of insurance and a copy of the purchasers identification, etc.

6.    A.  No. However, some auctions may require a paper title according to their company policy.  If you have paid the Electronic lien holder for the vehicle and have verified the lien has been satisfied on the DMV website, the title status would be E-Title and you can request a paper title in your dealership name. To get a paper title for the auction, submit the following:

a)  HSMV 82994 (Rev. 4/07) signed by the seller (your customer that traded the vehicle in) and you as the dealership.

 

b) HSMV 82040 (Application for Florida Title) indicating a title only (see box number 11 on the reverse side) in the name of your dealership.

 

c)  Fees of $7.00.

7.    A.  At this point, yes.  Not all states utilize a paperless process. If there is an existing E-Title, it is recommended that you apply for a paper title in your dealership's name and then reassign it to the out of state resident using the method outlined in #6 above.

8.    Phase 1 will only affect electronic liens.  When the lien is satisfied, the title will remain electronic unless the owner's mailing address on FRVIS is out of state or the ELT lien holder enters an out of state "mail-to" address when the lien is satisfied.  An out of state address will result in a title being printed and mailed.

 

For instance, a Georgia dealer pays off the electronic lien on a Florida titled vehicle.  Once the ELT lien holder releases the lien, the Georgia dealer's out-of-state mailing address can be entered by the lien holder and a paper title will be printed and mailed to the Georgia dealer.

9.    Yes.  The owner must present picture identification or send a representative with identification and a Power of Attorney plus the $7 fee.

10.    A.  No.  The title will be mailed to the primary owner's address on the DMV record. However, if the owner first changes the address on the DMV record, the title will be sent to the new address.  If the owner has moved to an out of state address, verification of the new address (such as a copy of their out of state driver license or a current utility bill with the address) must be submitted to have the DMV record changed so that the paper title will be mailed to the new address.

11.    Once a paper title is printed, the same rules apply as they do to any paper title.  We would need a completed form HSMV 82101 and there would be no charge if the duplicate title is applied for within 180 (but not less than 20) days of the date of issue.

12.    Not at this time.  Individual to individual sales are considered a casual sale.  The seller must request a paper title to transfer the ownership to another individual.

13.    The new revision form HSMV82994 (Rev. 4/07) must be used when the title is an E-Title or an Electronic Lien Title for the first reassignment.  Once the seller (your customer) signs the form HSMV82994 (Rev.4/07), the dealer will then use the form HSMV82994 (Rev. 01/03) to reassign the ownership to another dealer or retail purchaser. In addition, the form HSMV82994 (rev. 4/07) can only be used when the title is an E-Title or an Electronic Lien Title.  The form HSMV82994 (Rev. 1/03) must be used thereafter.

16.    No.  The customer does not have to present the letter from DMV. However, before taking this vehicle in trade, the title status should always be verified by one of the methods listed in question #2.

17.    No. The electronic lien holder would notify DMV to mail the letter to the dealer instead of to the customer.  The customer will receive no correspondence from DMV.   If the ELT lien holder does not enter the dealers address in the mail-to field, the letter would be sent to the customer.

18.    Customer received the congratulations letter that their lien was satisfied.  They wanted the paper title and went on the website to request it.  Problem they ran into...vehicle is in a company name so they couldn't enter a DOB.  Has DMV mentioned anything about this? 

 

When the electronic lien is satisfied, the electronic status is change to "ELT Lien Satisfied" on FRVIS.  Currently on the web the message is shown as "This title print is pending already" (We are changing this message to read "Processing Lien Satisfaction"). This status remains until the batch program is run the next night which prints the customer letter and changes the electronic status to "Electronic" on FRVIS. Currently on the web the message is shown as "This title is Electronic and can be printed" (We are changing this message to read "Electronic".) There will be about a 24 hour time frame (48 to 36 hour time frame if over a weekend or holiday) in which an electronic title's lien has been satisfied and the title is NOT available to be printed from the web.  The customer can have the title printed from a tax collector's office during this time frame, if needed. 

 

On this example title, the lien was satisfied on 8/16/07.   The electronic status was "ELT Lien Satisfied" and the title was NOT available to be printed. On 8/17/07 the batch program was run and printed the customer letter and the electronic status was changed to "Electronic".

 

Below is a listing of the vehicles that you own.  If your vehicle title is currently stored only electronically, you may request to receive a paper copy of the title by selecting the title and pressing "Print".
